Proposed Projects |
$42,000,000 to be collected, together with interest earned thereon
to be used for the following specified purposes and to the extent necessary and allowed by law, the pledge to or payment of debt service and/or lease payments thereon:
.1. $10,900,000 for the County, to be used as follows:
A. $250,000 for remediation of accident caused pollutants or other potential contaminant sources within the Telephone Canyon portion of I-80 as identified by the Telephone Canyon Aquifer Protection Study;
B. $273,000 for improvements to County buildings for energy savings to supplement funds from the American Recovery and Reinvestment Act –State Energy Program Retrofit Grant through the Wyoming Business Council;
C. $338,200 for the Albany County Fairgrounds to be used for: grandstand improvements; replacement of show chutes for swine shows; improvement of RV spaces; constructing a storage building and repairing drainage;
D. $400,000 for payment of mortgage debt to the State of Wyoming State Land and Investment Board for the Laramie Plains Civic Center;
E. $295,000 for the Albany County Public Library to be used for: new security and circulation system; parking lot improvements; upgrade restrooms to ADA compliance; purchase of microfilm equipment; replace carpeting and upgrade computer system;
F. $9,343,800 for improvements of county roads and bridges including reconstructing, resurfacing and chip sealing of various county roads, and equipment acquisition;
and for the purpose of providing up-front funding for part of the cost of the Projects, shall Albany County, Wyoming be authorized to issue general obligations bonds of the County in the maximum principal amount of $____________, maturing within twelve (12) years of their date, and bearing a maximum rate or rates of interest not to exceed five and one-half percent (5.5%) per annum, with all or a portion of the principal of and interest thereon to be paid with the proceeds from the Tax?
2. $27,720,000 to the City of Laramie to be used as follows:
A. $9,637,709 for planning, design, construction, and improvements to the City’s water infrastructure;
B. $7,107,667 for planning, design, construction, and improvements to the City’s wastewater infrastructure;
C. $5,853,372 for planning, design, construction, and maintenance of street improvements;
D. $1,000,000 for purchase of property surrounding the well heads in Zone I and purchase of property containing vulnerable features in Zone II as defined in the Casper Aquifer Protection Plan;
E. $4,121,252 for planning, design, construction, equipment, and improvements for the City’s solid waste disposal facilities;
and for the purpose of providing up-front funding for all or part of the cost of the Projects, shall the City of Laramie, Wyoming be authorized to issue general obligations bonds of the City in the maximum principal amount of $24,000,000, maturing within twelve (12) years of their date, and bearing a maximum rate or rates of interest not to exceed five and one-half percent (5.5%) per annum, with all or a portion of the principal of and interest thereon to be paid with the proceeds from the Tax.
3. $3,380,000 to the Town of Rock River to be used as follows:
A. $3,040,000 for the improvements to the Town’s water infrastructure;
B. $40,000 for improvements to the Town’s sewer infrastructure;
C. $150,000 for replacement of the Town’s rescue unit;
D. $150,000 for planning, design, construction and equipment of improvements to the Town Hall;
and for the purpose of providing up-front funding for all or part of the cost of the Projects, shall the Town of Rock River, Wyoming be authorized to issue general obligations bonds of the Town in the maximum principal amount of $2,750,000, maturing within twelve (12) years of their date, and bearing a maximum rate or rates of interest not to exceed five and one-half percent (5.5%) per annum, with all or a portion of the principal of and interest thereon to be paid with the proceeds from the Tax?
